Vehicle scrapping refers to the process of dismantling old or end-of-life vehicles and disposing them of their hazardous and non-hazardous components in an environmentally friendly manner. Old vehicles contain several toxic materials like lead, mercury, cadmium etc. as well as recyclable components like steel, aluminum, copper, plastic etc. If not disposed of properly, these materials can contaminate land and water bodies posing serious health and environmental risks. The scrapping process helps in recovering these resources to produce new components while ensuring safe disposal of toxic and non-reusable materials.
Proposed Mandatory Vehicle Scrapping Policy in India
The Ministry of Road Transport and Highways in India has proposed a mandatory vehicle scrapping policy which will come into effect from April 1, 2022. As per the draft policy, private vehicles will have to undergo a fitness test in automated centres after completing 20 years while commercial vehicles will need to get cleared after 15 years. Vehicles failing the test will be deemed as end-of-life or unfit vehicles and will be required to undertake the scrapping process. The policy aims to phase out unfit and polluting vehicles in an bid to reduce air pollution as old vehicles emit ten times higher pollutants than latest models.
Incentives under Vehicle Scrapping Policy
India Vehicle Scrapping is promote the policy, significant road tax and registration fee exemptions and discounts on the purchase of new vehicles have been proposed for scrapping certificates issued. Owners will get a 25% discount on road tax for personal vehicles and up to 15% discount on registration fees of a new vehicle on surrendering the scrapping certificate. For commercial vehicles, the incentives include a 25% waiver in fees for a renewal of Registration Certificate (RC) and a 5% rebate on road tax for a new commercial vehicle. These monetary benefits are expected to motivate people towards scrapping their old vehicles and procuring newer and less polluting ones.
Vehicle Scrapping Process
Once a vehicle is deemed unfit after the necessary tests, the owner will be issued an End-of-Life Certificate (ELC) by authorized scrapping centers. The owner can then take the vehicle to any of these authorized centers set up under the policy across the country. At the scrapping center, trained and certified professionals will carry out the dismantling process in a scientific and environmentally safe manner. Each dismantled component will be segregated according to its material composition like steel, plastic, rubber, aluminum, copper and electronic scrap. Hazardous materials like lead acid batteries, engine oil and coolant etc. will be disposed of as per applicable waste management rules. The recyclable components will be processed further and fed into the raw material supply chain of automotive and other industries.
Benefits of Organized Vehicle Scrapping
Proper vehicle scrapping offers several benefits most important being a cleaner environment as over 10%vehicles in India contribute around 25-30% of the air pollution. Regular scrapping will decrease the number of old, unwanted vehicles causing pollution. It will also boost the availability of recyclable resources as a large proportion of materials used in vehicle manufacturing can be recycled. An organized scrapping ecosystem is expected to generate a wide range of job opportunities in material collection, dismantling, transportation and recycling. Revival of the automotive aftermarket sector as spare parts demand from scrappage is anticipated. With the policy aiming to phase out over 1 crore unfit vehicles in 5 years, it can potentially boost the Indian automotive market as old vehicles will be replaced with newer ones meeting latest emission and safety norms.
Implementation Challenges
While the proposed vehicle scrapping policy has immense potential benefits, its successful implementation will depend on addressing certain key challenges. Setting up a pan-India network of authorized automated fitness testing centers and vehicle dismantling facilities will require massive investments. The return on investments will take considerable time as volumes increase gradually. Lack of awareness among vehicle owners on benefits of scrapping needs to be addressed through targeted communication campaigns. Stricter enforcement of the rules along with penalties will be needed to prevent non-compliant owners from plying unfit vehicles. Standardization of dismantling and recycling processes while ensuring workers safety will be critical. Fluctuations in resale value of scrap metal in global commodity markets can impact margins for scrapping businesses. Streamlining paperwork and incentives disbursement process poses operational challenges. However, with supportive measures these hurdles can be overcome to realize the policy's full potential.
India's vehicle scrapping policy aims to phase out unfit vehicles in a safe and environmentally friendly manner. It offers significant economic and environmental benefits if implemented efficiently. While setting up the necessary industry infrastructure will require large investments, the returns are anticipated to outweigh the costs in the long run. With innovative business models and supportive regulations, India's organized automotive dismantling and recycling sector has potential to become globally competitive. If coordinated efforts are made by all stakeholders, the mandatory vehicle scrapping policy can prove a game changer in India's journey towards greener mobility and sustainability.
